Electronics Resistor Problem?

I am working on modifying an electronic circuit for the use of creating a flicker effect on a Model Amusement Ride. After blowing out one Capacitor, I upgraded it, and added a resistor to lower the voltage across the circuit. I have a 20 volt power source, and using a 100 Ohm resistor, the lights were a little dimmer than I would have liked. Any resistor above 180 Ohms will not allow the lights to light at all. Also, I noticed the 100 Ohm resistor was heating up on the front side of it. I am looking to cut my Voltage to 10 volts going into the circuit, and prevent circuit from Overheating. What steps might I take to solve this problem??
