i have opened alot of things loike gameboys phones and controllers, and all the circuit boards look exactly the same. so what is it that makes them work differently? what makes the circuit board in my phone work differently from the one in my game boy?

I have recently gotten in the habit of taking off electronic components from motherboards, circuit boards, etc. and I want to know what the capacitance is of the capacitors I take off.

I have small battery powered electronic toy that makes sound. I would like to amplify the sound to make it louder. A PC was partially disassembled so you can see its circuit boards, and put in a basement. Now there have been several basement floods and I am not sure whether or not the circuit boards were damaged by water. Is there a way to know for sure? And if the PC was damaged, is there a way to fix it?
