Is it dangerous to handle such things (such as circuit boards, resistors, wiring, etc) with ones bare hands?

In most devices no, however in the case of such things like TV's and monitors that use CRT's there is danger present. The tube acts like a giant capacitor and operates at about 26KV (26,000 volts). You don't want to have that discharge into you, so stay out.
not really, if its inside a device like a computer or a dvd player make sure u unplug it and then press the power button to get all the electricity out of it. there is always the risk of static electricity that can build up inside the compnents. most ppl say that u need a wrist strap gound thingy but ive never used one and i was fine.
hope this helps!!
