A friend wants the circuit board from my old computer. Is there any risk(to me) by giving it away?

If you mean the motherboard, then there’s no risk. No data is stored on the motherboard. As long as you don’t give away your hard-drive, there’s no way anyone can get any data from your old computer; assuming that’s the risk you’re concerned about?
No, there are no risks of giving your circuit board (motherboard) to your friend. The motherboard does not contain any information or data that could be discovered.
